Title IX is the problem, not football scholarships.

Like most laws created by the government, title IX ignored common sense, in this case the fact that football pays the bills for all Olympic sports, male and female, and as such should have exempted football scholarships from the Title IX math. Since it doesn't, there are far fewer Olympic sport scholarships available for men than women. That's your government at work folks - paving roads to hell with good intentions since 1776.
